Looks nice although there could be room for improvement.
The black text in the friendslist I personally find hard to read, it doesn't seem crisp it's almost blurry both in the screenshot and when applied to steam.
Another thing is the empty space at the top, maybe add some detailing similar to what is shown in the following image below (In the spoiler)
I may give an attempt at a Steam skin myself sometime, nice work, Boat.
My thoughts on the updated skins (Wasteland rebel & Cyrex)
I personally don't like Wasteland rebel in CS:GO although I kinda like what you've made on the Deagle, I feel as if this skin would look really nice on certain maps with a similar theme/design for example: mp_zone and mp_woodland etc...
For the Cyrex, I can't say much as there are no in-game screenshots only the side on view. (Hopefully these can be added to the post?)

Open Nvidia control panel and go to 3d settings. Look for CoD4 and make sure 'vertical sync' is disabled. That should solve the issue. Added a picture even though it's in finnish, but it might help

Ok so copying files from my other PC worked I just copy-pasted my whole folder except Mods and usermaps.
I'm glad everything worked out for you 
Now the only problems I have are:
- I won't go over 60 FPS and can't find out where this limit comes from (maybe my Nvidia Geforce software but couldn't find an option for that)
The only fixes for this would be to double check 'Sync every frame' is disabled in Call of Duty 4 - Settings, this shouldn't be caused by GeForce as it's uncapped by default although I guess you can try reinstalling using (Clean install) on your GeForce drivers.
- My stats were reset... Happened to me the previous time I reinstalled the game and I fixed it but can't remember how If anyone has an easy fix or a good link to give me, that'd be great coz for now I'm too lazy to find a way to fix it myself Otherwise I'll just do it some other day.
I'm not certain as of what you mean by your stats were reset, although if your Multiplayer stats were reset you can simply use this tool to become Level 55 and have everything unlocked.

If you've had Cod 4 installed on your old computers partition, you can copy the files over on to a USB or External HDD and drag/drop them on your new laptop, I have done this with Steam many times when I format both of my drives.
Even tho you have a key, it's illegal to download a torrent with cod ithink, this is how it is in Sweden, but our laws might be different
I am pretty sure, downloading torrents no matter what it is is illegal.
Anyway...
Easiest way would be to torrent Cod 4 and use your legit key on that copy, I know a few people who have done the same and all works perfectly fine. Just be sure that the up-loader is trusted so you don't download anything sketchy.
EDIT: In some cases, you should be able to redeem the key-code via Steam and it'll recognise Cod 4 and allow you to download/manage the game through Steam.

I created an account for a friend, activated it then gave him the details to login to later on... and my account was restricted, so rip.
My previous account wasn't far off, it had over 2,000pp.
The account I am currently on has 1,060pp or something like that, I am low at streams so it's difficult to get high amounts of pp as majority of maps contain streams although I play for fun and to progress, not for pp.
