Do you mean the end vote?
I may be mistaken but I think if the TOTAL votes for another map wins over extend time, the map with most votes will win over extend. I think someone told me this
For an example; if Galaxy gets 3 votes, Race 2 votes and extend time 4 votes, galaxy will win. But as I said, I may be wrong

Yep its a feature of the voting system, allowing you to play uncommon maps, there is a more detailed explanation in the video of the mod.

Some maps cannot be voted for on end vote. Sometimes none of the maps can be voted and the server will either restart current map or go to mp_descent_v2
When u connect to the server sometimes ur rank is random, but going to spec refreshes the value.
I think I know why and I hope that I can fix it in the next release

Not sure on if it is caused by specific maps.
This could be a different bug however, when I played the following would happen like every other time, if you were to select any of the maps it would vote the first map (top left) of the rotation even if you clicked on last map (bottom right).
im not sure if it helps or not but when i used a new name i usually got the newcomers rank (idk the name, the first you can get)
Right so more detail on the bug i was trying to report about random maps getting voted when they have less.
We were playing mp_il_jump just now, timer then ran out forcing the end of map vote to take place. there were around 5 or 6 votes for extended time, and 1 vote for mp_windsor_bay, and mp_windsor_bay won the vote.
Then when playing the map, the lobby decided they wanted the map to change so voted for end map decision and when the maps came up no one in game could vote for anything except extended time, so we tried to end map again, and noone could vote for anything except the map that was in the top left box, this map was mp_marble. so we all voted for it no votes on anything else, it said map won the decision and it changed the map to mp_descent_v2?
Today there was an end map vote, people could only vote for 1 of the maps. I can't remember if it was in the top left box, I think it wasn't but not entirely sure.

Not a very big problem but I noticed some things won't send when typed in server.
First is swedish letters ( and I suppose cyrillic aswell? ) like åäö. Adding any of these letters in a sentence will make the message unable to be sent.
Second is adding the word 'login' in a sentence result in same, message not sent since it seem to be some kind of command
Edit; åäö won't work, neither do any letter with "´"above them, whatever the name of that symbol is (like áéíó)

Ah I thought it came with the latest mod-update or something, I haven't played in a while 
The second has to be in the mod tho.
Ah yeh login and password are protected words so you can log into rcon or GSManager by just typing it in chat
