In general your idea is very good. But there is one big disadvantage: we are not a company.
I can't force people to do stuff. I think many members and trusted people wouldn't like it, if I force them to play. And when I do it, what would be the consequences? Remove Member rank?

Server Resources aren't the problem.
The problem is, that nobody takes care of a new server.Server will only gain population if there is an admin who thanks care and plays 24/7 on it

There are 2 solutions for download loops:
- check if the files on your server and on your FastDL Server are the same
- Restart the server if you updated mod.ff / *.iwd files
