guy who is impossible to ban

hello,

I am admin in a server but we have a problem with a guy who we ban with rcon (/rcon banclient name) but he keeps rejoining does anyone have a suggestion to how we can get him away from our server?

afaik it was somehow posssible with the CoD4 1.7x Server Files with enabled Punkbuster. But since PB dropped the support for cod4 it's worthless
