i connected to the server but with a VPN, why is iran blocked?

If the server's firewall would block Iran, you could not access this webpage. I doubt that port 1337 is blocked for traffic from Iran.

Well it was fine a few days ago, it might be because of i contacted my ISP for my ping, they did some stuff. Maybe i should contact them again.
